Rolf Sartorius
President and Chief Executive Officer

As one of the founding partners of Social Impact (SI), Rolf has led the development of SI's mission, strategy, values and team with a deep commitment to making development more effective in improving people's lives. His leadership, vision, experience, and creativity in participatory development and results-based management are highly valued by SI's clients, partners and team members. Rolf is in charge of business development and the overall technical direction and quality of SI's work.

Rolf has led over 100 assignments to improve the performance of more than 40 international organizations. Rolf oversees many of SI's consulting and capacity building contracts and provides technical and advisory support to clients such as the World Bank, regional development banks, USAID and various non-governmental organizations.

As an independent consultant, prior to launching SI, Rolf worked in over forty countries providing technical and management assistance to strengthen the performance of governments, development organizations and project teams working to improve people's lives.

Rolf also teaches at Georgetown University's School of Foreign Service. He enjoys preparing the next generation of development practitioners and inculcating values and skills for managing development and positive social change.

Rolf holds an M.A. in International Public Administration from the Humphrey Institute of Public Affairs at the University of Minnesota where he worked closely with V.W. Ruttan, a leading development economist.

While not managing SI or teaching, Rolf enjoys his family and cycling on country roads of Virginia.

Pat Hanscom
Vice President and Managing Director

As one of the founding partners of SI, Pat plays a critical role in forming the vision, values and principles of the firm. She has helped steer the firm through sustained and controlled growth with a particular eye to business development, financial health, and employee management and recruitment.

In addition to her management responsibilities, Pat oversees several of SI's long-term contracts including our work with USAID's Office of Transition Initiatives. She also provides strategic planning and program design services to clients such as USAID, the African Development Bank, and various NGOs.

Prior to founding SI, Pat was a highly regarded manager at the Department of State designing, negotiating and evaluating U.S. policy on a broad range of international security issues. Pat facilitated bilateral and multilateral agreements with over 100 countries on nuclear testing, control of land mines and reduction of conventional forces. She is an expert in negotiation skills, policy analysis and program planning.

Pat holds a Masters in Public Policy from the JFK School of Government at Harvard University and is a former member of the Council on Foreign Relations.

A closet artist, Pat enjoys painting, pottery and the art of gardening in Virginia soil.

Robert R. Bonardi
Vice President, Finance & Administration

Robert is Social Impact's Vice President for Finance and Administration, with more than 20 years of operational experience managing international development projects. Throughout his career, Robert has specialized in financial management, budget preparation, and project implementation experience for donor-funded programs in developing countries.

In addition to managing the firm's financial strategies and operations, cash management, financial reporting and internal controls, Robert oversees contracts management and compliance, establishment of indirect rates, and negotiations with clients and partner organizations. He is also responsible for personnel benefits functions, administration of the firm's pension fund and relationships with financial intermediaries and vendors.

Robert joined Social Impact in early 2007, having worked with leading international development consulting firms, managing multi-year contracts, providing financial management services and technical assistance to commercial, public sector and non-profit clients. Robert has an MBA degree from the University of Virginia and an MA in International Studies. He is fluent in French and Spanish and has worked in over a dozen developing countries. An avid sports enthusiast, Robert enjoys tennis, running and soccer.

Richard Blue, Ph.D
Vice President for Evaluation Services

Dr. Richard Blue joins SI with more than 30 years experience in developing and managing evaluation systems as well as conducting evaluations and other analytic services relevant to improving the results, impact, and sustainability of development programs. Richard is SI's Project Director for USAID's Evaluation Services IQC, which we hold as a prime contractor. In this capacity Richard is responsible for the overall management of all subsequent Evaluation Task Orders, for which he launches new evaluation teams, provides quality assurance and technical support for evaluations and studies, and conducts training for the USAID Evaluation Office.

Before joining SI, Richard worked extensively for USAID, where he created and led the USAID Impact Evaluation Program, which broke new ground in the application of mixed method, participatory rapid appraisal approaches to determining ex-post of completed USAID programs. Further, he was instrumental in the formation of USAID Center for Information and Evaluation. Richard has conducted complex, mixed method evaluations in 23 countries covering nearly all regions of the world. His experience has deemed him a thought-leader in evaluation as evidenced by the publication of several pioneering white papers, including: "Beyond Success Stories: Monitoring and Evaluation for Foreign Assistance Results" and "Policy Brief: Monitoring and Evaluation for Results: the Role of M&E in U.S. Foreign Assistance Reform," (Blue, Richard, Clapp-Wincek, Cindy, and Benner, Holly, May 2009).

In addition to his evaluation and analytic work, Richard is also an expert in rule of law, civil society and democracy development. He is an experienced manager and teacher of adult training programs. He developed and ran the highly regarded USAID Development Studies Program, and later co-taught evaluation principles and methods in the USAID sponsored Evaluation Certificate Course. He has a Ph.D in Political Science from Claremont Graduate University and taught Political Science and South Asian Studies at the University of Minnesota before joining USAID. He speaks German and Hindi.

John H. (Jack) Sullivan, Ph.D.
Senior Advisor for Programs

John H. (Jack) Sullivan, Ph.D., is Social Impact Senior Advisor for Programs. A seasoned development executive, over the past 26 he has managed 32 USAID Indefinite Quantity Contracts (IQC's) and was responsible for successfully directing and supervising more than 300 task orders. Among the IQC's were many focusing on democracy and governance, program evaluation, agriculture, environment and economic growth. Holding a Ph.D. in international relations, Dr. Sullivan spent four years in USAID as Assistant Administrator for Asia and the Pacific, where he received a Superior Honor Award for his management practices. He also served seven years as a senior staff member of the House Committee on International Relations. The latter included directing the House staff involved in the foreign assistance authorization. Dr Sullivan works as an integral member of SI's executive management team to develop new business and manage large government contracts.

Douglas Kerr
Director of Business Development

As Director of Business Development, Doug defines, updates and implements SI’s new business strategy. He assembles and oversees proposal teams and manages processes for capturing the firm’s past experience and future opportunities. He tracks new business by actively soliciting intelligence through partner networking, as well as by interacting with domestic- and field-based colleagues. Doug reviews the competitive landscape in order to make bid/no-bid recommendations to colleagues and uses his large and growing network of contacts in the international development field to help SI identify and position for opportunities well in advance of formal solicitations. Doug works closely with other members of SI’s Executive Team to negotiate with partner organizations on teaming, scopes of work and pursuit of new opportunities.

Before joining Social Impact, Doug had leadership positions in new business development with Abt Associates and John Snow, Inc.

Doug is an accomplished woodworker and former professor of political science.
