SI is a team member on a number of global contracts and Indefinite Quantity Contracts (IQCs) with USAID. Our services may be acquired without competition, or through limited competition for these activities:

PROJECT details

Impact Evaluation Services for the Millennium Challenge Corporation, 2007-2011

SI is a lead organization on an Indefinite Delivery, Indefinite Quantity (IDIQ) contract to provide strong impact evaluation services to the Millennium Challenge Corporation (MCC) for their economic growth and poverty reduction programs in developing countries. With subcontractors Research Triangle Institute, Inc (RTI) and International Food Policy Research Institute (IFPRI), our impact evaluations will enable MCC to demonstrate the economic and social return on their investments and provide MCC, host country policy makers and donors with strong evidence for making decisions about how to allocate development resources. SI provides MCC with evaluation approaches using randomized control trials, and in instances where these are not feasible, SI provides the most rigorous quasi-experimental designs as alternatives. SI works closely with and provides capacity building training for the MCC and local counterparts during each phase of the project to ensure the highest quality work and a feeling of shared ownership over the evaluation process and products. SI also promotes the utilization of MCC impact evaluations by national counterparts and develops a learning culture to disseminate and utilize the findings and lessons more broadly. SI was also awarded the first multi-year task order to provide impact evaluation services for MCC's new program in El Salvador.

AIDS Support and Technical Assistance Resources Contract (AIDSTAR) Sector I, Technical Assistance, 2007-2011

The purpose of the AIDS Support and Technical Assistance Resources (AIDSTAR) Sector I Indefinite Quantity Contract (IQC) is to provide health technical assistance and implementation support to the U.S. Government (USG) in all countries where the President's Emergency Plan for AIDS Relief is providing HIV/AIDS prevention, care and treatment assistance. AIDSTAR will support USAID and the Centers for Disease Control in implementing the President's Emergency Plan and contributing to achievement of Emergency Plan goals in HIV/AIDS Technical Services. AIDSTAR provides the U.S. Government with cost-effective access to prevention, care and treatment expertise and implementation support to meet evolving HIV/AIDS needs. Social Impact is a subcontractor to Family Health International (FHI). SI supports the FHI team with services for program design, monitoring & evaluation systems and organizational capacity building.

AIDS Support and Technical Assistance Resources Contract (AIDSTAR) Sector II, Capacity Building Assistance, 2007-2011

The purpose of the AIDS Support and Technical Assistance Resources (AIDSTAR) Sector II Indefinite Quantity Contract (IQC) is to provide organizational strengthening services to host country institutions, USAID and the Centers for Disease Control to more effectively manage scale-up and sustainability of HIV/AIDS interventions. AIDSTAR Sector II supports the President's Emergency Plan for AIDS Relief and operates in both focus and non-focus countries. AIDSTAR provides the U.S. Government with cost-effective access to capacity building expertise and implementation support to meet evolving HIV/AIDS needs. SI is a subcontractor to BearingPoint on the Sector II award and provides support in the areas of building capacity for results-based management, performance monitoring, organizational assessment, strategic planning and multi-disciplinary team work.

TASC III: USAID, 2007-2011

For 40 years, USAID has worked to improve the quality of life for millions of people around the world through its global health programs. The purpose of the Population, Health and Nutrition Technical Assistance and Support Contract, Three (TASC III) is to establish a world-wide technical resource mechanism to support USAID Missions and Bureaus in their work to improve global health in the areas of population, health, nutrition, and infectious diseases. Based on task order requirements, Social Impact as a partner to the Emerging Markets Group may be expected to promote increased use of population, health and nutrition services through service provision at the community, district, or national levels for delivery of services at all possible levels of a country's health system. Requests also may include, but are not limited to: policy reform, behavior change, monitoring and evaluation, system strengthening, capacity building, and commodity system management and development. Health Policy Initiative: USAID, 2005-2009

The Health Policy Initiative (HPI) is a five-year indefinite quantity contract issued by the Bureau for Global Health. Improving the policy environment is a critical first step for meeting many health and development goals. Policy decisions made at the national, provincial, and district levels determine which health services will be available, who can provide them and who is eligible to receive them. Through policy dialogue and implementation, HPI strives to improve the enabling environment for health&8212;especially for family planning, reproductive health, HIV and maternal health programs. As a member of the Abt Associates and RTI teams, Social Impact provides assistance in the areas of participatory planning for policy reform, gender and social analysis, partnership and capacity building, and performance monitoring and evaluation, including citizen monitoring of health services. Program Development Quickly (PDQ), Strengthening Programs in Fragile States: USAID Office of Transition Initiatives, 2003-08

This is a sole source, prime IQC. OTI and other USAID operating units may access the mechanism without competition to strengthen program design, monitoring, evaluation and strategic planning and capacity building services for new or on-going programs in transition countries. SI has completed twenty plus task orders to strengthen the overall OTI program and country projects through country assessments (Sudan), strategic planning (Afghanistan, Congo, Liberia, global program), team building, management reviews and program evaluation (Macedonia, Angola, Afghanistan, Sudan, Burundi and Congo). Project/Program Management Training (PPMT): USAID, 2005-09

SI is a member of the consortium led by International Resources Group (IRG) to strengthen the global program management capacity of USAID and its 7000 employees. SI provides training, management and advisory services to USAID for a suite of courses including strategic planning, budgeting and program/project management, monitoring and evaluation, and specialized topics in areas such as gender analysis, managing partnerships, team building, social accountability, participation and facilitation skills, leadership, appreciative inquiry and NGO capacity building topics. SI services may be requested through the contract without competition. Capable Partners: USAID/DCHA/PVC-ASHA, 2003-07

USAID and other donors place a high priority on building the capacity of local NGOs to strengthen civil society and to accomplish development results. As part of the AED team on this global program, SI provides technical assistance to strengthen the capacity of local NGOs and NGO networks. Capable Partners (CAP) provides a fast and easy "pre-competed" mechanism for USAID to acquire a full range of capacity building services for local NGO partners and networks. SI also provides national and sector level civil society assessments as part of this mechanism. SI services may be acquired without competition on this contract. Decentralization and Local Governance: USAID/DCHA (2005-2010)

As a member of the DAI consortium SI supports USAID's global program for decentralization and local government. The shared ceiling for the contract is $250 million. The program aims to: i) increase participation, transparency and accountability at all levels of government by working with state and non-state actors; and ii) increase the capacity of government and NGOs to manage and deliver public goods and services. SI leads the consortium in the areas of monitoring and evaluation and supports gender-sensitive programming, design and implementation of mechanisms to increase citizens voices in local governance (social accountability), participatory planning and results-based management for local governments, training and NGO capacity building. Building Recovery and Reform through Democratic Governance (BRDG): USAID, 2005-10

As part of the DAI Consortium, SI provides state-of-the-art expertise to promote democratic governance in countries in all stages of political development and especially weak and fragile states. The shared ceiling for the contract is $750 million. The focus of the program is on reinforcing legitimacy of state structures, policies, and functions; strengthening public management; and building government and civil society capacity for strategic planning, policy, and institutional reform. SI supports the Consortium in the areas of performance monitoring and evaluation; strategic planning; gender and social analysis; participatory planning and assessments; and building the results-based management capacity of governments. Legislative Strengthening: USAID, 2004-09

As part of the DAI Consortium SI works to improve the capacity and performance of legislatures in realizing their lawmaking and oversight functions. The shared ceiling of the contract is $100 million. The global program assists legislatures and other deliberative bodies to become stronger, more effective, democratic institutions through activities designed to increase their transparency, accountability, and pluralism; strengthen public participation and representation; and build policy, law-making, and oversight capacities. SI leads the consortium in the areas of monitoring and evaluation, and provides support in the areas of gender and social analysis, NGO development and collaborative planning. Integrated Water and Coastal Resources Management: USAID, 2004-09

Water and coastal resources are critical to sustainable development. Fresh water, in particular, is often viewed as the earth's most precious natural resource. The international community and USAID have reached a consensus that water and coastal resources must be managed using a comprehensive, integrated approach. The Water IQC-with a $ 2 billion ceiling—provides the vehicle to identify and employ innovative approaches to resolve the wide range of water and coastal resource management issues facing the world today. As part of the DAI Consortium, SI provides services related to gender analysis, performance monitoring, participatory planning and institutional capacity building to support USAID water projects around the globe. The purpose of SEGIR-FS is to promote financial sector development and reform in developing countries as a means to economic growth. The shared ceiling of the contract is $1 billion. As a member of the Abt Associates Consortium SI provides consulting services to strengthen commercial banking systems; support financial, regulatory and monetary reform; develop capital markets; encourage broad-based participation in the financial sector; and strengthen microfinance. SI contributes a wide range of financial sector technical support and consulting services to support this contract drawing on its extensive pool of financial experts. Macroeconomic Policy, Poverty Alleviation and Economic Institutions and Analysis (MACRO) II: USAID, 2004-09

The purpose of this global program is to help developing countries overcome economic, policy and institutional constraints to economic growth. The shared ceiling for the contract is $2.4 billion. As a member of the Abt SEGIR MACRO II consortium SI draws on its extensive pool of experts to support fiscal reform and tax administration; budget policy and process improvement; poverty reduction strategies, income distribution analysis; labor, energy, telecommunications and transportation economics; regional economic integration, customs unions, free trade areas; and environmental and energy policy.
